The bursary is open to:
- South African citizens aged 17–35 residing within the Nkangala District Municipality (NDM) jurisdiction, which includes:
- Emakhazeni Local Municipality
- Emalahleni Local Municipality
- Victor Khanye Local Municipality
- Thembisile Hani Local Municipality
- Steve Tshwete Local Municipality
- Dr JS Moroka Local Municipality
- Students who intend to pursue undergraduate studies at a public university, university of technology, or TVET College.
- Current students already enrolled at a University or TVET College are encouraged to apply.
Priority Fields of Study
Applications in the following fields will be given preference:
- Mining Engineering
- Civil Engineering
- Regional/Town Planning
- IT Engineering (Robotics/Software Development)

- Environmental Management

Additional Requirements
- Applicants must demonstrate financial need, with a combined net household income not exceeding R180,000 per annum.
- Minimum academic performance:
- 60% average for students enrolled at a university.
- 50% average for students enrolled at a TVET College.
- Successful applicants will be required to sign a contractual agreement with NDM.
- Applications that are late, incomplete, or incorrectly filled in will not be considered.
