Harry Gwala District Municipality is once again opening its doors to young South African graduates through its 18-month In-Service Training Programme for 2025. This initiative is designed to give participants valuable workplace exposure, bridging the gap between classroom learning and real-world application. With a monthly stipend of R2,000, the programme aims to equip candidates with practical skills essential for building a career in municipal governance and community service.

Programme Overview

The in-service training targets unemployed youth within the Harry Gwala District who have completed their theoretical studies and now require workplace experience to graduate or improve their employability. Successful applicants will gain exposure to one of the following key operational units:

1. Fleet Management Unit

Responsible for the maintenance, availability, and operational efficiency of the municipal vehicle fleet, which is vital for service delivery.

Required Qualification:
National Diploma or Degree in Fleet Management, Logistics, or Transport Management.

2. Project Management Unit

Offers hands-on involvement in planning, implementing, and monitoring municipal infrastructure and development projects.

Required Qualification:
National Diploma or Degree in Project Management, Construction Management, or Built Environment.

3. Supply Chain Management (SCM) Unit

Provides training in procurement processes, contract management, and compliance with public sector supply chain regulations.

Required Qualification:
National Diploma or Degree in Supply Chain Management, Logistics, or Purchasing Management.

4. Revenue Management Unit

Involves participation in billing, revenue collection, and financial reporting, ensuring the municipality’s sustainability.

Required Qualification:
National Diploma or Degree in Accounting, Finance, or Revenue Management.

5. Water and Wastewater Unit

Focuses on the operation and maintenance of water purification and wastewater treatment facilities.

Required Qualification:
National Diploma or Degree in Water and Sanitation, Environmental Health, or Civil Engineering (Water Services).

6. Special Programmes Unit

Works on initiatives related to youth, gender, disability, and HIV/AIDS, fostering inclusive governance and community development.

Required Qualification:
National Diploma or Degree in Public Administration, Social Work, Community Development, or Development Studies.
